Saudi Arabia is the largest beauty and personal care market in the GCC. It is also the most regulated. Every cosmetic product sold in the Kingdom must be listed with the Saudi Food and Drug Authority (SFDA) through the eCosma system — and the rules differ from the UAE in ways that surprise brands expanding from Dubai.
eCosma: notification, not approval — but don't relax
Cosmetics in Saudi Arabia go through a notification system rather than a full pre-market approval. That sounds lighter than the UAE process, but the SFDA holds the local licence holder responsible for compliance. Errors in the notification surface later as market withdrawals, not as filing rejections.
GSO standards apply across the GCC
Product safety, labelling and ingredient rules follow GSO standards. Arabic labelling is mandatory — ingredient lists, warnings and usage instructions must appear in Arabic on-pack or as a compliant sticker. Brands that print English-only packaging for Europe cannot ship the same stock to Riyadh.
The local licence holder question
Only a Saudi-licensed entity can file eCosma notifications. Brands typically choose between their distributor, a dedicated regulatory agent, or their own entity. Whoever holds the notification effectively controls market access — choose this partner carefully and put the arrangement in writing.
Practical advice for a first Saudi launch
Start with your ten best SKUs, not your full catalogue. Confirm ingredient compliance against GSO restricted lists before filing. Prepare Arabic artwork early. And plan for the SASO/SABER conformity process for the shipment itself — product notification and shipment clearance are two separate tracks that must both be complete before goods move.
